Faux Leather Compliance Guide: REACH, Proposition 65 and OEKO-TEX

For B2B material buyers: REACH, California Proposition 65 and OEKO-TEX STANDARD 100 address different questions. They are not interchangeable badges, and no statement should be applied to every faux leather product without checking the exact material, color, backing, finish, production batch and destination market.

Quick answer

  • REACH is an EU chemicals regulation. A buyer normally needs a supplier declaration, substance information and, where appropriate, laboratory evidence for the exact article or material.
  • California Proposition 65 is primarily an exposure-warning law. It is not a product certification. A business must assess whether an exposure requires a warning for products sold into California.
  • OEKO-TEX STANDARD 100 is a voluntary third-party certification for textiles and accessories tested for harmful substances. A valid claim must match the certificate holder, certified article, product class, scope and validity period.

REACH requirements for synthetic leather

REACH obligations depend on the role of each company and the substances present in an article. The European Chemicals Agency explains that Candidate List substances in articles can trigger communication or notification duties under specified conditions. For synthetic leather sourcing, the practical review often includes the coating, backing fabric, adhesive, pigments, plasticizers and surface treatments.

A generic phrase such as “REACH compliant” is not enough for a purchasing decision. Ask which substances were tested, which test method and limit were used, whether the tested sample matches the ordered color and construction, and when the report was issued.

California Proposition 65 is not a certificate

California Proposition 65 requires clear and reasonable warnings before certain exposures to listed chemicals. The California Office of Environmental Health Hazard Assessment states that businesses are responsible for deciding whether their products require warnings. A test result can support an exposure assessment, but “Prop 65 certified” is generally not an accurate description.

Buyers should identify the intended use, foreseeable contact, relevant listed chemicals and exposure scenario. A laboratory result alone does not automatically determine whether a warning is required. Obtain advice appropriate to the product and sales channel when necessary.

How OEKO-TEX STANDARD 100 claims work

OEKO-TEX describes STANDARD 100 as a certification for textiles tested for harmful substances. Requirements vary by intended use: products with more intensive skin contact are subject to stricter criteria. Synthetic leather may be eligible when it falls within the certified article and the relevant textile or accessory scope.

Before relying on an OEKO-TEX claim, verify the certificate number using the issuer’s official label check and confirm the holder, product description, product class, annex or testing route, and expiry date. A certificate for one backing, color or supplier cannot automatically be extended to every SKU on a website.

Documents to request before ordering

  1. Exact product code, construction, thickness, color and backing specification.
  2. Report or certificate holder name and its relationship to the manufacturer or supplier.
  3. Laboratory or certification body, issue date, report number and validity period.
  4. Test scope, methods, limits and target-market requirements.
  5. Confirmation that the tested sample matches the production material and color.
  6. Change-control process for pigments, coating formulation, backing and subcontractors.

CNMaterials testing and documentation workflow

Testing can be arranged for a specified material, color and production batch according to the buyer’s destination market and intended application. No blanket certification is claimed across the catalog. Before quotation or sampling, send the product URL, target market, end use, restricted-substance list and required report format. The applicable scope, sample quantity, laboratory, timing and cost can then be reviewed.

Frequently asked questions

Does a REACH test report cover every color?

Not automatically. Pigments, finishes and other components can vary by color. The report scope and material family must be checked against the ordered specification.

Can a product be “Prop 65 certified”?

Proposition 65 is an exposure-warning law, not a general product certification program. Product testing and exposure assessment may support a compliance decision, but the wording must accurately describe the evidence.

Can one OEKO-TEX certificate cover a complete catalog?

Only when the certificate scope explicitly covers the relevant articles and variants. Buyers should verify the exact scope, holder, product class and validity.
